Plants with withered and wrinkled leaves: Disease, Fungus, Bug?

  • I’ve been growing some potted plants here on my porch for a long time. Hey, I already told you about mine here pepper tree which was beautiful and full of fruits.

    But from time to time, things got weird on my plantation. The plants started looking weird, the leaves just turned inside out and started to wrinkle.

    The buds and flowers withered and fell off leaving only the stem intact.

    What have I tried to resolve?

    I bought neem oil thinking it was a pest, but there was no apparent effect.

    The pepper plants were the most affected.

    I also bought fertilizer and vitamins to sow in the soil, because I thought it could be a lack of some element in the soil, but nothing helped.

    How to solve the problem in plants?

    I took some pictures to illustrate what I’m saying, as it is very difficult to explain. See the photo of the buds where completely dry flowers were being born below:

    Does anyone know exactly what makes the plant look like this?

    Is it a fungus, virus or disease that can be treated?
